Will a war break out in Uzbekistan in near future?
April 18th, 2006

Question: On April 16th, 2006 Ismat Khushev as a supporter to Muhammad Salih spoke
on Radio Liberty(RFERL) of his anticipation of war to break out in Uzbekistan and
opposition’s attempt to clear its way out under some political forces in near future. I have
read that Ismat Khushev joined the CDU before. What is the CDU position to this issue?
(Obid).

Respond: First of all long time inactive members of the CDU are automatically expelled
out of the CDU ranks and this rule is fully stated in the CDU Bylaw which is also available
online. Right now, Mr. Khushev is not a member of CDU. This is his choice.

Now about Ismat Khushev’s statement. You could have just skipped this question, since
Ismat Khushev resides in Canada. Furthermore, this question could have not been paid
too much attention seriously.

However this involves lots of suspicions and concern since this statement was
announced by the person who cheers for the ERK Democratic Party’s program which
includes intentions to take part in 2007 elections in Uzbekistan.

Even though we do not take this program into serious consideration, a dictatorship
regime “needs” such a statements. They will use these statements to stump the
international pressure and to further harsh persecutions against the democratic
opposition remnants inside the country.

This shows that we did not comprehend the consequences of our ever-committed
mistakes, because due to these kinds of “statements” hundreds of opposition activists
were jailed and nationwide persecutions against the democratic opposition were
underway. Those “statements” somehow aided the dictatorship to prolong its shadow
over the nation.

It will call any surprise if government tightens its security measures on each airport and
borders. In today’s condition it helps government to brutalize its course against the
nation and disregard the West because of these “statements” and these will lengthen
the regime’s existence. We keep witnessing them ahead of each elections.

Unfortunately, we will probably witness it once more. I cannot say if or not it has any
relevance to the ERK  fraction (led by Muhammad Salih) which urges the nonviolent
methods to seize the power, the real answer can only be given by them.

We even though it might take a long, support the nonviolent and democratic ways and
denounce any hostility or violence. Violence can only bring bloodshed. We also do not call
the nation for any violence or fighting while staying in safe abroad. I personally told on
May 8th, 2005 on Radio Liberty that this regime will pulverize anyone under tank chains
regardless of numbers. In only five days Andijan tragedies occurred. My stance is still
firm. CDU members hold the same position. This is why we denounce any fight or
violence. Indeed our mission is to prevent it! This is our position!

Here is one important thought. Radio Liberty’s Abdulla Iskandar (Shuhrat Bobojonov)
must be just before airing such issues. Especially, he should be vigilant about these
issues since Bobojonovs were the trusted representatives of Muhammad Salih in
Khorazm in 1991 elections. Because “Birlik” also announced of its plans to participate
with its candidate a bit before. Why didn’t he speak of it? How about “Ozod Dehqonlar”?
Furthermore what about the “ERK” fraction led by Samad Murad? One more instance,
Bahadir Chariev who strongly opposes Muhammad Salih is deprived of giving an
interview on Radio Liberty. It is not democracy where as Shuhrat Bobojon describes
himself as an independent democratic journalist.

Who can unite Uzbek opposition?

Question: The member of CDU Yusuf Rasulov is calling for Uzbek opposition to unite and
choose Muhammad Salih as a leader. Will you confer it within the CDU? (Qudrat).

Respond: This is of course a personal consideration of a well known journalist Yusuf
Rasulov, we pay great respect to his personal deliberation as we do to him. From now on,
I will state the answer of CDU deputy chair and “Birdamlik” (“Solidarity”) movement
leader Bahadir Chariev:

“Once upon a time I was very traditionalist Salih’s follower. We didn’t comprehend
politics well then. As times passes one gets to know more about everything.

I would like to say without any hesitation that the real leader of Uzbek opposition is in
Uzbekistan, neither Muhammad Salih nor other opposition leaders abroad are capable of
conducting the opposition!

We will again, without a doubt lose another 15 years, if we make up our mind to unite
under Muhammad Salih or Abdurahim Polat. Opposition leaders have taken many
sacrifices for the sake of their own personal interests. For them, personal interests
possess higher priority than the nation. Taking into consideration the above mentioned
matters, all opposition leaders must take in to consideration the personal interests less
important, until Karimov`s regime surrenders and national elections takes place. Only
then can everybody unite under the banner of opposition…”

There are two points of views. This is democratic pluralism. Only then can we reach an
appropriate conclusion if we summarize all of these democratic values stated below.

As it is known we have been urging the opposition to congregate around the table of
negotiations and it will consequently lead to forming the combined platform for all and
the general leader for the united opposition.

Everyone has competency in leading the opposition and we do not violate anyone’s right
to attempt to it. Surely Muhammad Salih is one of them.

If Muhammad Salih intends to lead the united opposition he will have to take these steps
first:
1. He should end the split among the ERK Democratic Party and unite the ERK party. (How
can a man, who can’t even lead his group, be a leader for other groups?)
2. He should start negotiations with “Birlik” faction of Abdurahim Polat. (How can a man,
who fights for 15 years with this group, be a leader for this group?)
3. He should openly acknowledge the serious mistakes made in the past 15 years. (How
can a man whose mistakes has always helped the dictator, fight against the
dictatorship?).

These requirements can be achieved within relatively short period. If he is able to
manage the task successfully, then we may talk about his leadership.

Hunger-strike against censorship in Radio Liberty (RFERL)

Bahadir Chariey, an Uzbek dissident residing in Missouri after receiving political asylum,
began a hunger-strike in Washington D.C. across the Capitol building on March 13, 2006
with his family (six people). As a leader of Uzbek “Birdamlik”(“Solidarity”) movement, he
is demanding to put an end to the censorship in Uzbek Service of RFERL . According to
Bahadir Chariyev, Uzbek Service of the radio is serving dictator Karimov and censoring
materials which promote democracy.

About founding the books of “The friends of Democracy in
Uzbekistan” and “The enemies of Democracy Uzbekistan”

For a long time in our history, even in present time only those people who served for the
kings` palaces could become the heroes of the nation, their crimes against their own
people remained unrevealed, and the real friends of the nation were overtaken by sad
fates, and these kind of facts are still the painful spots in our history.
Taking into consideration all above mentioned matters, in order to create the list of those
people who violated the Constitution of Uzbekistan, the national laws, democracy and
democratic values, the freedom of speech, the human rights, international laws,
encouraged the tortures against the democrats, human rights activists, even their own
citizens, suppressed the peaceful demonstrations forcibly, and even ordered to shoot the
participants of such demonstrations, committed  crimes against humanity, misled the
nation in order to conceal their own crimes, supported the tyranny of the single person,
The Congress of Democratic Uzbekistan came to a decision to create the book

“The enemies of Democracy in Uzbekistan”

To immortalize the names of those people who were exiled, persecuted harshly, driven out
of their Motherland by the government and sacrificed their own lives for the sake of
Democracy and their people, The Congress of Democratic Uzbekistan founded the book of:

“The friends of Democracy in Uzbekistan”

The list of people will be set up by the votes of Congress members, surveys conducted
among the people in the different provinces of Uzbekistan, conclusions of local and
International human rights organizations, and the final discussion based on the letters
from all participants of this activity.  
The final and major discussion about the list of people whose names will appear in the
above mentioned books, will be held in December on annual basis and results of the
discussion will be announced in January. The books will include the facts that were
provided by the witnesses, data, documents, analysis, reports, as well as the biographies,
backgrounds of those people whose names will appear in these books. If those people
whose names will be included in the books are willing to participate with their answers,
there will be granted spaces for their ideas in the above mentioned books.
The list confining the names of people in Uzbekistan`s past 15-year history, will be
prepared in discussions during 2006.

At first, the list of nominees will be announced, and on the course of the discussions the
final list of the people whose names will appear in those books will be confirmed.

December 2005 meeting of The Congress of Democratic
Uzbekistan(CDU)

The Congress of Democratic Uzbekistan (CDU), after bringing together, on July 10, major
leaders of the Uzbek pro-democracy opposition for the their first historical meeting in more
than a decade, registered in US on November 18, 2005 and held its next meeting on
December 25.

This meeting in Alexandria, VA brought representatives of the CDU from Virginia, Maryland,
Ohio, New York, and Washington, DC. Many CDU activists living in Uzbekistan, US and
other countries were not able to come to this meeting, but most of them took active part in
Internet-based discussion of CDU founding documents for more than a month and their
suggestions got reflected in provisional documents approved by the meeting.

AbduMannob Polat resigned his position as Principal Deputy Chair of the organization and
as its Executive Director.

Zokir Aliev was elected as Principal Deputy Chair of the organization.

The other participants of the meeting: Jahangir Mamatov,  Bobur Isoyev, Ikrom Buxoriy,
Alisher Khamidov, Tursunpulot Nazarov, Jamshid Ochilov, Hamza Bek, Gayrat Mirzo,
Odilkhon, Razzoq Karim, Tulkin, Jumaqul Yakkaboghli.

Other issues have also been discussed in the meeting.
